4) The Chief, Emergency Management Ontario is accountable for monitoring, co-ordinating and helping in the event and implementation of emergency management programs underneath sections 2.1 and 5.1 and for guaranteeing that these packages are co-ordinated in so far as possible with emergency management applications and emergency plans of the government of Canada and its agencies. 4) The Solicitor General, Commissioner of Emergency Management and Chief, Emergency Management Ontario and any other prescribed ministers of the Crown presiding over a ministry of the federal government of Ontario shall function in compliance with the framework. 3) The Chief, Emergency Management Ontario operates underneath the path of the Commissioner of Emergency Management. 2.1) The emergency management program must embrace an identification of the required goods, companies and assets that would be required to respond to the hazards and dangers recognized beneath subsection (2) and the availability and readiness of those crucial goods, services and resources. 2) Every minister of the Crown described in clause (1) (a) and each company, board, commission or different department of authorities described in clause (1) (b) shall conduct training applications and workout routines to make sure the readiness of public servants and other individuals to act underneath their emergency plans. 8) Nothing in this section affects a person’s right of appeal underneath section 39 of the Municipal Freedom of information and Protection of Privacy Act with respect to a report described on this section.

2) In growing an emergency management program, each minister of the Crown and every designated company, board, fee and different department of authorities shall identify and repeatedly monitor and assess the varied hazards and risks to public safety that might give rise to emergencies and determine the amenities and other components of the infrastructure for which the minister or company, board, fee or department is responsible that are at risk of being affected by emergencies. 2.2) Every minister of the Crown and each designated company, board, fee and other department of authorities shall present information on the hazards and risks recognized underneath subsection (2) and the associated data described in subsection (2.1) to the Chief, Emergency Management Ontario yearly and at every other time requested by the Chief. The resources normally accessible to a ministry of the government of Ontario or an company, board or commission or other department of the federal government, including existing legislation, cannot be relied upon with out the risk of critical delay.
